Can I get the white build up out of the water basin in my espresso maker?

I bought an espresso maker at goodwill and there's a bunch of white stuff lining the sides of the water basin. I think this may just be water buildup but I'm not sure. What is this stuff and is there anyway to get it out and safely use my espresso maker or is the stuff toxic?
